Posted last January 13, 2016, they have annouced that the Skype Translator tool is built directly into Skype for Windows. They are hoping to bridge the language barrier. So if there is a need to talk with a person using another language, there will be no need to get a separate program or application to translate the conversation.
It has been known for quite some time that there has been such development. Skype announced last June 2015 about their plans to integrate it in real-time technology into the Skype for Windows desktop app. They have featured the said preview of the function during the last quarter of 2015.
For you to be able to take advantage of the said tool, just click on the globe located in the upper right-hand corner of Skype for windows desktop app. Make sure that you have the latest version, otherwise, you will not be able to use the said function.
In the announcement post, Skype shared some “fun facts” about the integration:

If you’re not a Windows user, don’t hold your breath. Skype hasn’t made any mention of bringing the integration to other platforms or offering a standalone Skype Translator app. In the meantime, since it relies on machine learning, Skype Translator should only get better as it’s used more and more.
